GEventEvaluator is fundamentally broken, because it overrides the start() method on EventEvaluatorBase but never sets EventEvaluatorBase's started field to true, so the isStarted() method on EventEvaluatorBase always returns false resulting in EvaluatorFilter's decide method always returning NEUTRAL.
