I don't know how/why my previous reply to your question was removed but I'll try answering again:

1. I have only tested under Windows 10.
2. Yes, the semaphore is used to limit the number of concurrent threads to 5000.

I'm wondering where we are with this issue. Is it still reproducible on JDK 20? Do you have any ideas on what could be at fault? Thank you.
